I personally believe you need to gain references to a trusted professional camera man who specialises in producing the type of portfolio/photos you want and has plenty of examples, and pay the professional price for professional results.
There are far too many sleazy amatuers willing to make money by you hiring thier services or by actually selling your photos, or heaven forbid wanting more from you for thier personal collection in exchange for setting you up with a few holiday snap shots.
Take a ';chaparone'; preferably male if dealing with male photographer.The ';my boyfriend'; line or even ';My mum/dad'; would put off potential sleaze balls)
Reseach other ';successfull models'; portfolios; you can get glimpses of a few of the photos from a look at the agency hiring webpages. You should be looking at photos for the line of modelling you want to do, look at the location, models clothing everything, build up from this a clear image of what you would change how you would make it better, then get a photographer to assist you. A good Pro could save you this leg work and actually direct you, but it would be far more valuable to yourself

look at onemodelplace.com (or .org I can't remember)
They have photographers willing to take pictures FOR FREE to fill up their portfolios (they need experience) (PLEASE HAVE A FRIEND GO WITH YOU JUST IN CASE, SOME ARE WEIRDOS)
On the website they have modeling jobs also, among other things
It's my understanding that when you approach an agency, and if they are interested, they will fund a professional portfolio. You should just have several pictures. perhaps taken by someone close so they are candid, maybe presented in a nice album. They say, if you are true model-material, a portfolio will be one of the first things done for you upon being accepted by a reputable agency. Good luck to you.
