my dog is very good with people ,but is very aggressive toward other dogs. The neighbors dog and my dog cannot be outside at the same time. The other dog is very submissive and cowered. My dog gets upset if she sees that dog and any other dog, whether they are on the road, in a yard or behind a window. Take your dog to dog training class, where socializing with the other dogs is part of the lesson plan.

My dog Manny is the same way. He is the most loveable dog you will ever meet, but if you get him near other dogs he turns into an antisocial terror. I can't even take him into Petco anymore because he goes nuts and tries to bite the other dogs. This sounds sort of weird, but what I've been doing is just taking him for walks at off-peak times, like 6:30 in the morning or 11:30 at night, when fewer people are likely to be out walking their dogs. Also, if I crouch down and grab my dog's collar the second he spots another dog, and I whisper something like, ';Look, a friend!!'; he seems more apt to stay by my side. I honestly think that he thinks he is protecting me from other dogs, whom he views as potentially dangerous. As soon as I let him know that I'm not scared of the other dog, he seems to back off a little.
Ok, dogs will always have some aggressiveness towards other dogs, do to instinct and in other cases what they were bred for. The only way to prevent aggressive behavior is to train your dog, if you are an expereinced dog owner you can try a few things out yourself, if your a newbe look up your nearest and most advised obedience/behavioral dog trainer, they would be your best bet.
Things you can start yourself:
1) Get your dog a pinch collar, and a muzzle.
2)Take for walks to the dog park on a daily basis, and do NOT let off the leash.
This will get your dog used to other dogs being around and in the area.
3)When your dog displays any aggression such as growling, pulling and barking, use the pich collar imediately and give a good tug, say NO in a firm voice, and make your dog sit. Reward with treats when your dog obeys the command.
4) Ask your neighbor if you can borrow one of their dogs toys to bring home to your pooch. This will allow your dog to get a good sent of the other dogs possessions.
5) Find someone with a dog whom can and is willing to introduce their dog to yours. (remember don't bring your dog over to their house or let them bring their dog to your house), this will cause major territorial aggression. Meet at the dog park and make sure your dog is muzzled and on a leash. Walk together, and encourage the dogs that everything is ok.
If you do theses things on a daily basis, in this order, you should get some improvement, if not then I'd go with the obedience/behavioralist dog trainer.
Before you can arrive at a solution to your question, You should try to determine what factors are causing your dogs aggressive behavior. Is she a juvenile? Has she always been aggressive with other dogs? Is it ALL dogs? Or is it all female dogs, all male dogs, all big, little, white, etc...Is she spayed? Are you the original owner? Has the dog been abused or had any bad or traumatic experiences with other dogs that you know of? what breed is she? is aggressive behavior or disposition the norm for the breed? These are all questions that should get you started shedding some light on the behavior you desire to quell. Once you know or even narrow down the motivations behind the behavior it will be much easier to narrow the tactics that will be most likely to yield success.
if you dog even shows any sign of aggresioin muzzle it while it is doing so. make sure you tell it this is what is happening and why. If this doesn't work you will have to put the dog down.

is your dog just excited to play with them? I have a lab that goes crazy when he See's other dogs. He will stand on his hind legs and scream and jump to get to them. Usually this will freak out the other person and their pet.
You need to try to socialize your doggie with others often as you can. If the dog wants to rip the other one to shreds..I would definitely take him/her to obedience school.
